While former operations at this property required environmental investigations, the primary environmental concern for the Site was a chemical manufacturing/distribution operation immediately adjacent to the Site. While various contaminants were identified, of particular concern were DNAPL substance. DNAPL substances are known to have higher densities than water and will, therefore ‘sink’ in the water table, generally requiring greater depths of investigation. To further compile to the effects of DNAPL substances, the Site was located in Richmond, which generally consists of stratigraphy with relatively high permeability, allowing DNAPL substances to migrate with more ease.
With contamination sourced from an off-Site operation, the Contaminated Sites Regulations only requires that the extent of contamination be determined on the Site, and not the full extent of the plume. While deep drilling brought on new complications to the project, not having to delineate the full extent of contamination drastically reduced the remediation costs that were required to successfully obtain a Certificate of Compliance for the Site.
